China vs EU Steel Structures: The Real 2026 Cost Comparison

FOB price vs landed reality: freight, the CBAM trajectory to 2034, EN 1090 compliance transfer, schedule risk - and when each sourcing route actually wins.

TL;DR

  • ▸The FOB sticker gap can be substantial. Compare actual offers on a landed, risk-adjusted basis; neither annual savings nor future carbon prices are guaranteed.
  • ▸Q3 2026 CBAM reference: €82.32/tCO₂, published 5 October 2026. The payable cost is project-specific, not a flat €5–7/t or 2.5% of gross emissions.
  • ▸The quiet cost is compliance transfer: the EU importer takes over EN 1090 / CPR obligations, and a rejected documentation package on an EXC3 job erases the FOB saving.
  • ▸China still wins on huge, frozen, repetitive series. EU and nearshore fabrication win on EXC3 documentation, engineering iteration, schedule certainty and CBAM-proofing.

Why the honest comparison is landed cost, not FOB

A fabricated-steel quote from China can look unbeatable in the first spreadsheet column. But structures are not commodities: what arrives at an EU site carries freight, carbon border cost, compliance obligations and schedule risk that the FOB line never shows. The honest metric is landed cost per tonne, risk-adjusted — the same math our hall cost guide applies to buildings.

This guide walks the 2026 numbers component by component, shows where the gap really closes, and names the cases where each sourcing route legitimately wins.

The landed-cost stack, per tonne (2026)

Cost componentNon-EU import (typ.)EU / Croatia nearshore
Freight & handling€40–120/t (sea + road)€15–25/t (road)
CBAM for covered importsCalculate from emissions, benchmarks and eligible deductionsNot a CBAM import if EU origin is established
Compliance & documentationImporter carries EN 1090 / CPR duties, audits, 3.1 traceabilityFabricator carries them, enforced locally
Rework & warranty reachOcean distance multiplies every defectCrew on site in days
Working capitalDeposit + goods afloat 5–8 weeksStandard EU terms

Indicative per-tonne comparison for structural steelwork delivered to a Central-EU site in 2026. Site specifics and steel grade always move the numbers — ask every bidder to quote the landed stack explicitly.

CBAM: separate the certificate price from the payable cost

For an illustrative 2.1 tCO₂/t, the Q3 2026 price of €82.32/tCO₂ gives a gross value of €172.87 per tonne. Actual liability requires the benchmark-based free-allocation adjustment and any eligible deduction for carbon prices paid. The 2026 calculation is not simply emissions multiplied by 2.5%. Keeping this price constant for 2034 is a scenario, not a forecast. See the assumptions in our CBAM Guide 2026.

European Commission: Q3 2026 · Adjustment rules: (EU) 2025/2620

  • 01Multi-year contracts need explicit carbon-price assumptions and adjustment clauses; a 2026 quarterly price is not a future quote
  • 02Emissions data quality becomes a supplier-selection criterion: default values are set unfavourably on purpose
  • 03EU-melted scrap-route (EAF) steel carries structurally lower embedded emissions than typical BF-BOF import

The compliance transfer nobody prices in

Structural steel placed on the EU market must be CE-marked under EN 1090 — and when the fabricator sits outside the EU, the importer inherits obligations under the Construction Products Regulation. A Chinese fabricator can absolutely hold a valid EN 1090 FPC certificate; the question is who verifies welding qualifications (ISO 3834), execution-class documentation and EN 10204 3.1 material traceability — and who answers when the building authority asks.

  • ▸Verify the FPC certificate scope actually covers the execution class and welding processes of your job — not just "EN 1090"
  • ▸Budget third-party inspection and NDT witnessing at origin; remote QA is a real line item
  • ▸On EXC3 projects, one rejected documentation package costs more than the FOB saving — the same rule our hall guide applies to under-specified execution classes

Schedule risk: 9 time zones vs 4–10 weeks

Sea freight alone runs typically 5–8 weeks port-to-port before inland transport — and that is the happy path with a frozen design. Structures are rarely frozen: connection details move, embeds shift, a tenant changes a door. Every change order then crosses nine time zones and a loaded vessel schedule. EU fabrication runs 4–10 weeks from approved statics with the design loop and the workshop in the same regulatory and time frame — which is exactly the argument of nearshoring to Croatia.

China vs EU sourcing FAQ

Are Chinese steel structures subject to EU tariffs?

There is no blanket duty on fabricated structures (CN 7308), but specific product groups carry EU anti-dumping measures — steel wind towers from China among them — and upstream steel is managed by EU safeguard quotas. The systematic cost that applies to all covered steel imports is CBAM, plus the compliance obligations of placing construction products on the EU market.

How much does CBAM actually add in 2026?

There is no universal charge per tonne. Apply the import-quarter certificate price to the obligation after the relevant emissions, free-allocation and carbon-price adjustments. The Q3 2026 reference is €82.32/tCO₂; an assumed 2.1 tCO₂/t gives €172.87/t before adjustments, not the payable amount. Certificate purchases for 2026 imports begin in February 2027.

Can a Chinese fabricator be EN 1090 certified?

Yes — notified bodies certify fabricators worldwide, and valid certificates exist. Certification does not remove the EU importers CPR obligations, and it does not replace verifying that the certificate scope, welding qualifications and 3.1 traceability match your execution class. Witness inspections at origin are the usual answer, and they cost real money.

Is Chinese fabrication quality actually lower?

Not inherently — leading fabricators there run modern shops. The risk is verification at distance: NDT witnessing, document control, and what happens when a weld or a coating fails after arrival. The cost of a defect is set by the distance to the crew that fixes it.
